New Homes Market Update For 2024

Having grown up in Massachusetts, owning and operating a winery was not part of Dave's initial plans. He embarked on a career in the plastics industry, a world away from the vineyards he now tends. From seedling to vine, it was five years before the Sheldons were ready to produce their very first bottle of wine… or well… what they expected to be wine. “We were able to make an experimental batch of Morton wine in our carport. It was horrible; it would take the paint off your house,” Dave laughed. “Because we knew how bad it was, we knew that we had to take this winemaking stuff seriously.”
Despite their lack of winemaking experience, the Sheldons chose to approach winemaking from a scientific perspective. Diane, a chemist and former research specialist at Brigham Women's Hospital and Harvard Medical School, was a natural fit for the role of winemaker, while Dave's engineering background would prove invaluable in tending to the vineyard. Their quest for knowledge led them to dive into the world of winemaking literature. “You read everything—absolutely everything you could grab, everything that has the word wine in it,” Dave recalls. “You read all these books and hope that you could grab just one good idea from them.” It wasn’t until Dave picked up “The Great Wineries of the World'' that he stumbled across what would soon be Hampton Roads Winery's famous landmark.

Which is important, as opposed to just ‘feed them a tasting and get them out the door’ kind of thing,” states Dave. “To have them come back a month later, or three years later, and they remember the story, and they remember why the scuppernongs have a yellow tag, they remember the little things that make us who we are. We are just not a pop-up winery—because there's a lot more here than just pushing wine.” A gem in rural Elberon, Hampton Roads Winery is a relaxing getaway where guests are encouraged to let their hair down. “Enjoy wine, bring your own food, we don't care. On a scorching Tuesday morning, Seth Broudy rolls up to the Boardwalk on his beach cruiser and comes to a halt next to a statue of two bronze surfers titled, “Anticipation”. Despite the weekday, the beach is bustling with surfers making the most of the pre-storm swells. His eyes fixate on the line up, watching the boards carve through each incoming wave.

"After my daughter was born, I would take her out surfing here at 1st Street, pushing her onto the waves,” he recalls. Nearly everyone who has rented a house or an apartment understands the value of having a good relationship with the landlord or manager. Having mutual respect and a level of trust helps when inevitable bumps in the road come along, requiring understanding and flexibility from either party. Trust in the landlord/tenant relationship is built on the foundation of representations made during the application and screening process. The leasing documents commit the parties to paper with the requirements and expectations that each should have. If everyone plays by the rules, things generally go smoothly.
When a tenant decides to do something in violation of the lease, such as getting an unauthorized pet, allowing someone not on the lease to move in, or subletting the unit without the landlord’s knowledge or permission, things can go sideways quickly. Not only is the trust in the relationship damaged, but there can be substantial monetary consequences for the offending tenant.
A recent survey revealed that 23% of renters admitted to acquiring an unauthorized pet and hiding it from their landlord. Granted, it can sometimes be difficult to locate a property with all the desired features that will also allow pets, but renting a "no pets" unit under false pretenses is not the solution. The amount can vary widely, ranging from a few hundred dollars to a month's rent or more. The landlord may also adjust rent or utility costs, retain some or all of the security deposit, or terminate the lease in a worst-case scenario. In Virginia, for example, there are breaches of the lease that are considered "non-remediable," such as threats, violence, or involvement with certain drugs, that can result in immediate termination of the lease.
Removal from the Property: Even in cases where the breach is considered remediable, failure to correct the condition or repeat violations can result in removal from the property. Of course, there is a process to follow for the landlord to request possession from the court, but it does happen. It also results in a negative landlord reference for any future rental business.
Legal Action: If the rental property is damaged by the act constituting a breach (such as pet damage), the landlord can sue for any repairs that exceed the security deposit on hand. If successful, a judgment placed on the tenant's credit record can stay there for many years and damage their ability to secure other housing or even do things such as finance a car loan.
In view of these potential negative outcomes, the expression "honesty is the best policy" seems to apply. While a tenant may not always get an enthusiastic "yes" to a request, being forthright with the landlord is the best way to avoid expense and possible displacement. Most landlords will work with a tenant they feel is honest. It's also important to remember that either party gets one chance every year (for annual leases) to be in a negotiating position. If you're a solid tenant who wants a concession of some sort, approach the landlord in time to discuss and possibly modify the terms of your agreement before the deadline to provide your notice or renew the existing lease.

Prospective clients frequently ask how many units a property manager can or should manage. It's a reasonable question since the assumption is fewer properties managed means the property manager will be more available. However, it's a mistake to assume you'll have a better experience simply because a manager handles fewer rental units, as several factors influence a property manager's ability to deliver great service. Firms can vary widely in how much they invest in property management and how they allocate resources to support property management versus other areas of the firm's business.
Here are five factors that can impact the number of properties an individual or firm can manage while still providing good service:
Back office support – There is a substantial difference between a "one person show" property manager who must handle all aspects of their business (accounting, clerical, payment receipt, inspections, leasing, showing, marketing, etc) and one who has a team of people dedicated to some of all of those tasks. If your property manager is working solo, chances are they are unable to manage more than a few dozen rentals before quality starts to suffer.
Automation – Even seemingly minor things like the ability to pay electronically rather than in person are tremendous time savers. Property management firms that invest in the latest tools free their agents to manage more homes with the gains in efficiency the right technology provides. Online service requests and document retrieval, 24-hour emergency services, and so on have costs associated with them but allow the property manager to focus on other tasks while providing a level of control and self-help capability to landlords and tenants.

Systems – How the property management business is run is arguably even more important than having the right tools. Sound policies, practices, and processes ensure things are done consistently. This becomes particularly important in property management, where fair housing and rental laws demand consistent application of standards and depth of knowledge.
Level of Owner Involvement – Managers who rely too heavily on direction or input from the landlord slow themselves down and invite conflict. As the expert, the property manager must use their experience and knowledge to make sound decisions that protect the interests of the owner as well as the rights of the tenant. While the owner should be involved in any decisions such as leasing terms, rent rates, and elective repairs, day-to-day operations and routine tasks required for management and oversight should be controlled by the property manager. Landlords who demand excessive control expose the property manager to risk and are generally difficult to work with.
The human element – Each property manager has their own personality, style of communication, level of organization, and stress threshold. Those characteristics dictate how much property one can manage before reaching the point that the service suffers. Two property managers in similar circumstances might manage very different numbers of properties based on individual traits.
There is no "one size fits all" answer as to how many properties a person can or should manage. The better way to approach the subject is to explore some of the areas above with your property manager to see if their workload is manageable and if they have the ability to deliver a high level of service to you. While Hampton Roads has relatively mild winters, there are certainly days that completely chill you to the bone. Days where thick ice on your windshield proves too powerful for your Dollar Tree ice scraper (that you’ve really only used a handful of times to scrape frosty morning dew). But just when you think the air couldn’t be colder, the sun peeks out from behind gray clouds and the warmth of its rays kisses your face. In the midst of shivers, your body calms under the comfort of the sun. That feeling is apricity: the warmth of the sun in the winter.
Mother and caregiver to two young children fighting mitochondrial disease, Susan Geoghegan understands just how brutal “winters” in life can be. In place of scheduling swimming lessons and cutting crusts off grilled cheeses, Susan and her husband Michael spend too many days in the PICU and take turns administering rounds of life-saving medications. After the passing of their 5 year old, Lorelei, Susan and her family found learning to move forward hand in hand with grief to be a challenging and sometimes overwhelming burden to bear.
Too aware of the trials of being a medical mamma, and seeing a need for support for caregivers, Susan decided to bring sunshine to those who are also currently in the midst of their own dark winter through The Apricity Hope Project. The nonprofit organization was created for parents and caregivers of medically complex, special needs children who are impacted by life-threatening conditions who live or are treated in the Hampton Roads area of Virginia.
Five minutes spent scrolling on The Apricity Hope Project Facebook page will have you in awe of everything Susan has been able to accomplish under the most difficult of circumstances. When she is not caring for her young son Benji or working from home, she is co-hosting her podcast for medical mommas, When Autumn Comes, or sharing her journey with others by performing a TedTalk or creating art inspired by hope <a href="https://shop.suzgeoghegan.com">available on her shop</a>.
The Apricity Hope Project is not only home to When Autumn Comes, but also the base camp to several other special events, support programs, and fundraisers like Care(giver) Packages and Go Bags, the Take Five Program, and their Autumn Retreat coordinated for caregiving mothers.
Susan and the AHP team, which is composed of local family, healthcare professionals, and friends, are currently gearing up for their next fundraiser: the second annual “camp: HOPE FULL”. Camp: HOPE FULL is an all weekend camping experience in Virginia Beach, filled to the brim with fun events like, wine tasting, raffles, movie nights and more!
Running March 24th-26th, campers of all kinds are invited to join in on the fun, whether renting a cabin, parking an RV, or roughing it in a tent. All funds raised from the event will go towards funding mitochondrial disease research and towards AHP programs that directly provide support to medical caregivers.

This island featuring a large wooded hill has been called Treasure Island or Blackbeard's Island. In the 1700's the Lynnhaven River flowed into what is now Lake Joyce through Pleasure House Creek, which provided a direct outlet to seize these ships. Edward Teach, better known as Blackbeard, reportedly found fertile pirating ground here and captured the sloop Betty off Cape Charles in 1717 and plundered Portugese Madeira wine and other "Bounty." From there he moved to the outer banks of NC apparently to retire. But his retirement was literally cut short by Captain Maynard, who brought Blackbeard's head back to Hampton, VA on the bow of his ship. Fast forward to the development of the neighborhood in the 1950s by the Collier family, with this island remaining in the family, untouched by development and enjoyed by nature. For decades, young explorers have made their way by boat to the island, famous for it's high hill and a magical rope swing (that disappears and reappears). Recently neighbors learned that the property was sold by the Collier family to Hayden Dubay of Dubay Properties. Will he find buried treasure? Random golf balls? An aged bottle or two of Madeira wine? Rumor has it that there will be an archaeological dig (as in the past at nearby lots) and the possibility of the exploration being a video documentary.

Do you have a rental property you would like to sell – but have questions because it’s occupied by tenants? You’re not alone. Many landlords chose to take advantage of the favorable sales environment over the past few years to cash out on their rental properties. Selling an unoccupied property is always preferable for a number of reasons, but not always possible when timing of the sale is critical. Having a lease and tenant doesn’t prevent sale of the home, but it does potentially raise some issues we’ll cover in this article.
The best case scenario is to sell the rental home to the tenants who already live there. In those situations, everyone has a common goal and the complexities of dealing with a tenant move-out, repairs, and security deposit disposition are eliminated. The only major consideration is whether or not to engage an agent to represent one or both parties to ensure all is in order and the transaction goes smoothly. For landlords of managed property, the property management agreement may also contain provisions related to sale of the property.
If the tenant is within a few months of the end of their lease, the property can be offered to potential owner-occupants. Otherwise, a purchaser also buys the remainder of the lease and tenancy and must also step into the landlord’s shoes to wrap up business with the tenants at the end of that lease. When a tenant is “short” and the end of the lease is near, it’s important to ensure proper notice of termination or conversion to a shorter term if desired. Many leases contain an automatic renewal provision, so missing the deadline to give notice or modify the renewal period means the tenant could be entitled to stay for another renewal term as defined in the lease.
When tenants are in the middle of a lease, the landlord/seller is more limited. The unit can still be sold but unless the tenants agree to terminate the lease earlier to facilitate occupancy by the purchaser, the new owner will be required to honor the terms of the lease. That’s fine for an owner who doesn’t want to occupy the property but effectively limits the pool of potential buyers to investors. The first step is to have a conversation with the tenant (through your property manager if the rental unit is managed) to understand whether they’re set on staying through the lease term or might be open to modifying the lease term.
Regardless of the status of the lease, if the property is occupied and placed on the sales market you’ll need a certain level of cooperation from the tenants in order to market it adequately. Generally tenants have nothing to gain from the sale of the property, so motivation to aid the process is quite low. Virginia landlords have a right of access to the property with reasonable notice (72 hours) but uncooperative tenants can make it problematic to schedule showings.

While empty properties can be presented totally vacant, clean, and staged with tasteful furnishings - such is not the case when tenants are living in the home. Even tenants who cooperate with the showing process and allow unfettered access will not undergo a lifestyle overhaul to accommodate the sale. Poor housekeeping or questionable decorating can be deterrents for potential buyers, therefore getting the tenant invested in the process is a good strategy. Consider offering something of reasonable value like a month’s free rent when the property sells or other compensation to elicit the tenant’s cooperation since motivation can wane over time. Be careful to craft the offer so it is based on results and not an up-front giveaway.
There are many layers to the sale of an occupied rental property. Flexibility and having a good relationship with the tenant will pay dividends when you need their cooperation. Finding and keeping good, reliable tenants can be a challenge. Savvy landlords realize the costs of turnover and vacancy can put a substantial ding in the bottom line, so they will likewise be focused on keeping good tenants as long as possible.

Your dollar doesn’t go as far as it did just a few short months ago, as mortgage interest rates have increased notably.
Sellers were refusing to give any help in closing cost assistance, price reductions, or even allowing home inspections. Each of these items has slowly begun to change.
Inventory was at historic lows, and that has altered slightly, which may keep pricing a bit high, but is starting to show signs of movement. Much of the upward tick will most likely be attributed to longer time on the market for listings.
What do all these points have to do with the New Homes market, directly?

One thing builders can take advantage of, which an individual seller cannot, is some control over mortgage rates. The way they do this is by aligning with “Preferred Lenders”. These are lenders that struck a deal with builders in exchange for many homes in one location to finance, giving them the ability to offer lower rates and/or additional closing cost assistance. Builders consequently can offer additional funds to help “buy down the rate”, meaning funds can be paid to lower your interest rate to a more affordable level.
While individual sellers were adopting a “Just Say NO!” attitude toward giving buyers closing cost assistance, were rapidly increasing their list prices, and shunning home inspections --- most builders were including closing costs (with preferred lenders), and allowing home inspections. The prices however, were jumping as much as individual sellers, partly to offset rising building materials costs. As New Home sites wind down their last few unsold homes – often builders will reduce pricing (Closeout) in order to concentrate on their next project.
Inventory in New Home sites was dictated by projects which were being developed even before the Boom, and builders had no choice but to build, build, build. This made New Homes a great option as you did not have to compete with multiple buyers for a single property.
Today, New Homes remains a great choice, as they continue to fight higher rates, still offer closing costs, and you can choose a home with the exact features you desire. Most professional property managers will say that the short answer is “no”, because it provides the tenants a secondary avenue of appeal when things aren’t going their way.
One of the primary reasons for hiring a property manager is having the ability to distance yourself from some of the more unpleasant aspects of ownership. Most landlords work hard to be accommodating and flexible. This is particularly true when dealing with good, reliable tenants who make a request for something that might go beyond the norm. One good example would be tenants who want to customize paint colors to their liking or décor. They may even request that the landlord provide materials or offset rent to compensate them for labor. Aside from the fact that it’s <a href="https://www.treg.com/blog/rental-property-maintenance-the-gift-that-keeps-on-giving/">generally not a good idea to allow tenants to do maintenance</a>, there’s also the cost which can be in the hundreds of dollars and uncertainty as to the quality of the finished job. In such a case the landlord may, and perhaps should, say “no” through their property manager. However, if the tenant and landlord have become friendly or the tenant has contact information for the landlord, they will likely appeal directly to the landlord hoping for a different answer.
Things can become particularly difficult when tenants fall behind on rent and the property manager has to take steps to cure the situation. These might include negotiating a different payment arrangement to get the tenant back on track or legal action to obtain a judgment and terminate the lease. When tenants can contact their landlord directly, they often approach the landlord thinking the property manager is acting unilaterally to press for payment. They appeal to the landlord for more time and place the landlord in the uncomfortable position of having to be the “bad guy”.
In these “worst case” instances, the relationships between all parties become damaged and the property manager loses the ability to be effective as the tenant never views the manager’s responses as the “final answer”. In brief, there is great risk and little benefit to the landlord in becoming personally involved with their tenant if a property manager has been engaged to assume that role.
Of course there are exceptions where everyone understands the boundaries – but they are incredibly rare and not something to be counted on. If you’ve hired a property manager, give them the authority to deal with tenant issues directly. In the long run it’s better for both the landlord and the property manager. If an agent has the title of Associate Broker, that means they have passed the broker exam but choose to work under another broker. Locally, brokers are members of the Multiple Listing Service (REIN), and so are their agents.
AGENT | A real estate agent is someone who has passed their state’s real estate licensing exam and is part of a brokerage. <a href="https://www.realestategrp.com/our-agents.php">Agents</a> can represent buyers, sellers, or renters. Some agents distinguish themselves as buyers agents or listing agents depending on their business models. A buyers agent will review your wants and needs for a home and will assist you in finding homes for sale that fit your criteria. A listing agent represents someone who is selling their home and assists with marketing the property. Being represented by an agent is very important because these agents will review Multiple Listing Service (MLS) results, provide resources, negotiate offers and the terms of the sale, and complete your legal paperwork. ATTACHED/DETACHED | These terms a home and its proximity to another property. A shared ceiling, wall, or breezeway can cause the home to be described as ‘attached’. Detached means that the home site on its own lot. These terms can also be used to describe garages.
FLOOD ZONES & INSURANCE | Our region is prone to flooding and tidal surges. Flood zones are mandated by FEMA. Agents have MLS tools to help you discover whether flood insurance is required. You can access FEMA flood maps <a href="https://msc.fema.gov/portal/home">here.</a>
AICUZ | AICUZ stands for Air Installation Compatible Use Zone. The purpose of the zone is to protect the safety of communities near airports and military installations from noise zones and crash hazard areas. Anyone selling or leasing in Hampton Roads may need to provide this disclosure to buyers. It is mandatory in Chesapeake, Norfolk, and Virginia Beach. Local agents are well versed in this requirement. HOA/POA | HOA stands for Home Owner’s Association, a group of homes in a community that conforms to certain rules and regulations. Membership in an HOA is mandatory and includes monthly fees. The focus of a POA is on zoning and development regulations within a designated jurisdiction.
PRE-QUALIFIED | Getting <a href="https://www.atlanticbay.com/treg/">pre-qualified for a mortgage</a> means that you have submitted your information to a lender and have been given an estimate of the amount you can borrow. It is not a commitment or pre-approval.

Following an emergency situation, you may need to be able to survive on your own for a few days. To be accurately prepared means having enough food, water, and other supplies to last you at least three to five days. Water, one gallon per person per day for at a minimum of three days
A three day supply of non-perishable food

Don’t forget about your pets, prep for them also
If you are a pet owner, you’ll need to bring emergency items for them as well. Make sure you have a crate or carrier that can comfortably fit them along with their leash and harness. You’ll also need to have fresh water, food, and serving bowls, you’ll want to have around a 5 day supply.
Make sure all your pet’s tags are up to date with your current contact information in case they get loose. Many animals become stressed with inclement weather and can potentially run off if scared. If your pet takes any medications you’ll need to bring those along as well (heartworm, flea meds, etc.) while keeping track of their current medication schedule.
In the event you have to leave your home, call around to see which local evacuation shelters or hotels allow pets. Whatever you do, do not leave your pet behind. Remember, if it’s not safe for you, it’s not safe for your pet. Virginia’s rent relief program stopped taking new applications on May 15, 2022. Tenants who received rent relief funds prior to the cutoff or applied just before the deadline remained eligible to receive additional funds, though many have experienced longer than normal delays processing payments. When the pool of money set aside for rent relief is exhausted and/or the disposition of the last eligible applicant has been determined, the program will effectively end.
Numerous legislative measures and executive orders were put in place during the pandemic to ensure tenants were not rendered homeless for non-payment. Some of those actions had timelines associated with them and were clearly temporary, while others were potentially permanent. Among the most aggressive was an outright moratorium on evictions initiated by the CDC, meaning tenants could not be removed from the property for anything short of illegal activity such as sale of drugs or violent offenses.
Courts were closed for a time, cutting off due process for landlords seeking relief from non-paying tenants. This also created uncertainty in the property management community about how, whether, and when property owners would be able to enforce timely payment provisions in their leases or regain possession of their rental units. There was much speculation about which COVID era changes state lawmakers might decide to keep in place after the pandemic.
One change that remained in place was the distinction in Landlord and Tenant law between “large landlords” (those with ownership interest five or more rental units) and “small landlords” who owned four or fewer. Large landlords were required to grant more latitude to non-paying tenants such as compulsory repayment installment plans and unlimited rights of redemption when eviction was imminent. It therefore became important for every rental property owner to disclose how many units they held to ensure compliance with the law.

In mid-2022, the process of addressing tenant delinquency looks much like it did before the pandemic. Large landlords still have a slightly different set of rules, but the time frame for obtaining a hearing and securing possession looks much as it did 2.5 years ago. The longer-term consequence of non-payment and long delays to get rent relief is that many small landlords decided to cash out, diminishing the pool of available rental units. Those shortages have driven already high rents upwards by 10-25%. Institutional investors are now looking at single family rental homes as a lucrative investment and there are fewer small “mom and pop” landlords holding these rentals. To use an old expression, “there’s no such thing as a free lunch.” Rental shortages and price increases are due in no small part to pandemic measures by the state and federal governments which stimulated an exodus of small landlords and the resulting loss of rental units.

Thankfully, most of those seem to be behind us and our landlords can seek relief when tenants are unable or unwilling to pay rent. We decided to put together a helpful list of moving tips and tricks, split up by organizing, packing, and actually moving. This way you don’t have to think about the to-dos and can just enjoy the process!
Organizing and Decluttering
Moving is the best time to get rid of clutter and to make sure you aren’t packing items that you no longer have use for. Remember that junk drawer we each hold so dearly, yeah... it is time to let that all go!
Clear out and declutter ALL your drawers in your house.
Re-organize and clean out cabinets.
Donate any clothing that doesn't spark joy.
Sell or donate any furniture that you know will not work in your new home.
Packing
When it comes to packing you will always need boxes to organize and keep your items safe during the move.
Major stores like Target, Home Depot, Home goods, and so many more places that will give you their boxes they are going to trash for free.
Don’t overpack your boxes. You want to make sure they can shut and be tapped so that you can stack them a lot easier.
Label your boxes with what items are in them and make sure if it is fragile items, to mark the box fragile.
For the fragile items, wrap them in bubble wrap, newspapers, towels, etc.
Make sure to separate items like cleaning supplies, tools, and paint into their own boxes. Do not mix them with other items.
Moving
Now to the fun part! All your hard work has paid off! It's finally time to move into your new home. This can definitely be a stressful part of the process but we’re here for you!
Before you move all your items into your new home, give it a clean! That way you can move into a completely fresh space.
Hire a moving company! While this might be an expense it could be worth it for you to save you the hassle of loading and unloading everything.
Rent a big Uhaul! One that can hold furniture and boxes. Pro tip - load furniture first and in the back, this will allow you to fill up the Uhaul with the big items first.
Do things in shifts and take breaks! This is a huge process and breaks are definitely needed.
Do a walkthrough in your old house to make sure nothing is left behind and that the house is nice and clean for the new owners.

Hampton Roads Rental Market Update
Average home prices have hit historic highs over the past 24 months. The real estate sales market has been red hot, but beginning to show signs of normalizing. Many small landlords took advantage of the favorable sales environment and cashed out by selling their investment properties. The result is depleted rental inventory and imbalance in supply and demand. While a blessing for landlords in some respects, it can be a curse in others.
Rents have been relatively flat in the single family home and townhome market for the past seven years. Decreased inventory has now driven rental prices up by as much as 20%. That’s good news for investors who held their properties and are now seeing hundreds more in rental income each month while carry costs remain mostly unchanged. New investors on the other hand are paying more to purchase property and interest rates are creeping upward, so even though rental real estate is still a good investment, they may not realize the same positive impact from higher rents for some time.
Fewer renters can qualify individually for higher rents so more people are pooling resources to make renting affordable. Property managers often see roommates and extended families applying to rent so they can meet the income threshold. Screening becomes more complicated since multiple applicants introduce more variables for risk assessment. Since it’s rare to have multiple applicants who all qualify perfectly, the property manager and owner must weigh the pros and cons of renting to the group when one or more members do not clear the bar.

Consequently, the pool of general contractors who do small jobs on rental properties dwindled as many went in another direction when the pandemic made access difficult and the cost of materials skyrocketed. Rising material costs mean vendors more frequently ask for the cost of materials up front. High fuel prices have essentially made “free estimates” a thing of the past as well, though some contractors will waive the estimating fee if they are awarded the work. Bottom line: It’s more expensive to maintain property and good, reliable contractors are scarcer than before the pandemic.
The cost of legal action has increased. Many attorneys who specialize in landlord and tenant cases were hit hard by the shutdown of courts and eviction moratoria. While the process to address non-payment is beginning to normalize, some of the pandemic era requirements and complexities will remain with us. Bottom line: The legal process is more complex and expensive than it was before – so it becomes riskier to accept marginal tenants for fear of non-payment or other issues that could involve legal action. At the same time, certain fair housing protections and constraints in the law can make it problematic to deny an applicant without a thorough knowledge of what is permissible and what is not.
In summary, landlords who held their rental property through this sales cycle are enjoying a better return than ever albeit with some modest increases in maintenance, taxes, and legal costs. Real estate remains an excellent investment and well-maintained rental housing is always in demand. Birds, bees, and butterflies are the unsung heroes of the plant world. These pollinators ensure that we can have beautifully lush gardens and keep fresh fruit and vegetables on our tables. Butterflies bring delight to young and old alike, especially when they visit our own gardens. When you attract pollinators to your garden, it’s a win-win for the environment. Creating your own pollinator garden can be as ambitious as a sweeping landscape, or it can be a small corner or border in your garden with a few favored plants. These areas become waystations for endangered pollinators.
PLAN | When planning your garden, select a sunny location, as plants that pollinators love will grow best in plenty of sunshine. Pollinators also love the sun because they need it to warm their bodies so they can fly. Try to select an area that is shielded from wind, or provide some type of windscreen.
PREPARE | Prepare the ground by working your soil and removing any grass or weeds. Add about two inches of humus or rich compost to work into your soil. Pollinator plants can also be grown in a raised bed or large patio container.
PROVIDE | You should provide a water source within the garden. A bird bath or shallow bowl will work. Place a few rocks of various sizes in the bath/bowl and do not completely submerge them. This will allow the pollinators to have a place to land and sit.
AVOID | Pesticides are to be avoided in a pollinator garden. Residue from pesticides that is left behind can be harmful when pollinators ingest contaminated pollen or nectar. Using native plants will help you avoid the need for pesticides and contribute to an overall healthier garden.

SELECT | Be sure to select a variety of pollinator-friendly plants that will bloom from spring and throughout the summer. Native plants will hold up better in your climate and need less water than ornamental plants. Plus, they are more attractive to your local pollinators. Place plants in groupings to create large masses vs. single plants.

Hummingbirds - red-colored flowers but will feed on any flower with nectar. They seem to be drawn to tubular-shaped blooms.
Sphinx moths - pale or white flowers that open in the evening.
Some of the best colorful and more readily available plants for your pollinator garden include asters, bee balm or monarda, butterfly weed, Black-eyed Susan, coreopsis, cosmos, lantana, milkweed, phlox, purple coneflower, sunflower, and zinnia.

Before leaving, check out the bakery case! They are located adjacent to Christopher Newport University, and also have 2 locations in the heart of Williamsburg.
NORFOLK
At <a href="http://www.charliesamericancafe.com/">Charlie’s American Cafe</a>, we recommend having one of their breakfast platters. These straight-forward egg platters come with a variety of meat selections including country fried steak, chicken, scrapple, pork chops, ham, and corned beef hash. There is also a tofu option for vegetarians. Locals say that Tom Hanks frequented Charlie’s for breakfast while filming ‘Captain Phillips’.

<a href="https://meaculpacafe.square.site/">Mea Culpa Cafe</a> is located in a renovated Victorian-era home on Colonial Avenue. Their coffee drinks feature housemade syrups and innovative flavor combinations. We love their liege-style waffles. The team at Mea Culpa ran a pop-up called ‘Waffletina’ before their brick and mortar location opened.

VIRGINIA BEACH
